I answered my own question. It "has" been done by a gentleman many years ago. Not sure if anyone else in the world has done it.

Have you flown in a plane with the skeg?
Does it really make a difference.
My plane flies straight in smooth air, but in turbulence, it really wanders noticeably more than other planes I've owned.

I understand the 500 hour AD on some Hartzells can be illiminated but it's a very expensive modification.
